SOTE assigns responsibility to persistent roles and functions, not to whoever happens to remember how a system works.
Builder independence
Ownership follows the role.
A student worker may graduate. A faculty leader may change. The responsibility record must still tell the next operator who governs, operates, maintains, validates, or escalates the system.
