Can another operator find the instructions, recover the service, and prove they work?
This view connects systems to their canonical runbooks, recovery state, independent-validation evidence, and the work required to close continuity gaps.
Documentation is not completion by itself.
A builder-authored runbook is necessary, but SOTE considers continuity stronger only when another operator can use the record without oral instruction. Missing backup/restore procedures or unverified steps remain visible as continuity debt.
